À quelques semaines d'une présidentielle dont l'issue semble déjà écrite, le pouvoir camerounais semble avoir choisi une nouvelle stratégie de communication : le voyage dans le futur, ou peut-être dans une réalité alternative. La dernière vidéo de campagne de Paul Biya, le président sortant de 92 ans au pouvoir depuis 43 ans, plonge l'observateur dans un étrange mélange de fiction numérique et de promesses politiques.

Publiée samedi sur le compte X du chef de l'État, la séquence de 30 secondes, intitulée « Grandeur et espérance », utilise massivement et de manière peu convaincante l'intelligence artificielle pour générer des images. Le ton est donné dès les premières secondes par une voix robotique, aux intonations exagérément publicitaires, qui clame : « Nous avons bâti une nation libre, souveraine et unie avec des réalisations palpables. »

Une réalité virtuelle pour un bilan contesté

Le "palpable" prend ici une forme pour le moins virtuelle. La vidéo enchaîne des plans de synthèse : des citoyens en gilet orange discutant devant une pelleteuse générée par IA, une femme et un enfant terrifiés sur fond de voitures brûlées, ou encore une même femme clone, tantôt agricultrice, tantôt scientifique, tantôt militante brandissant le drapeau.

« Nos efforts sont contrariés par des épreuves multiples », admet la voix off, dans un rare moment de concession à la réalité d'un pays en proie à des crises sécuritaires dans ses régions anglophones et à la menace de Boko Haram. Mais la solution proposée est tout aussi virtuelle : Paul Biya apparaît, signant un document qui déclenche comme par magie l'intervention héliportée de l'armée pour sauver les otages numériques.

La technologie au service d'un pouvoir autoritaire

Ce recours à l'IA pour "rajeunir" l'image d'un président nonagénaire et célébrer un bilan est un paradoxe qui n'a pas échappé aux observateurs. Alors que Brenda Biya, la fille unique du président, appelait récemment sur TikTok à ne pas voter pour un père qui « fait souffrir beaucoup de gens », écrit le journal français Le Figaro le régime mise sur le futurisme pour verrouiller l'avenir.

La victoire de Paul Biya, candidat à un huitième mandat, ne fait en effet guère de doute. Son principal opposant, Maurice Kamto, a été écarté de la course par le Conseil constitutionnel, une institution dont l'indépendance est régulièrement mise en cause. Des organisations comme Human Rights Watch et Amnesty International pointent depuis des années un pouvoir autoritaire, les atteintes aux libertés fondamentales et la crédibilité plus que limitée du processus électoral.

La vidéo s'achève sur un lion marchant dans la savane, symbole de puissance, et sur le slogan « Grandeur et Espérance », ajoute notre confrère. Un message qui, pour beaucoup de Camerounais, semble aussi éloigné de leur quotidien que les images générées par intelligence artificielle qui le portent.

Cameroon: At 92, Paul Biya Uses AI for "Lunar" Campaign and 8th Term Bid

A few weeks before a presidential election whose outcome seems preordained, the Cameroonian government has opted for a new communication strategy: a journey into the future, or perhaps an alternate reality. The latest campaign video for Paul Biya, the 92-year-old incumbent who has held power for 43 years, plunges the observer into a strange mix of digital fiction and political promises.

Posted on Saturday on the head of state's X account, the 30-second sequence, titled "Grandeur and Hope" ("Grandeur et Espérance"), heavily and unconvincingly uses artificial intelligence to generate images. The tone is set from the first seconds by a robotic voice, with exaggeratedly commercial intonations, proclaiming: "We have built a free, sovereign, and united nation with tangible achievements."

A Virtual Reality for a Contested Record

The "tangible" here takes a decidedly virtual form. The video strings together synthetic scenes: citizens in orange vests discussing in front of an AI-generated excavator, a terrified woman and child against a backdrop of burning cars, or even the same cloned woman, sometimes a farmer, sometimes a scientist, sometimes a militant waving the flag.

"Our efforts are hindered by multiple trials," admits the voiceover, in a rare moment conceding the reality of a country facing security crises in its Anglophone regions and the Boko Haram threat. But the proposed solution is just as virtual: Paul Biya appears, signing a document that magically triggers a helicopter-borne army intervention to rescue the digital hostages.

Technology in the Service of an Authoritarian Regime

This recourse to AI to "rejuvenate" the image of a nonagenarian president and celebrate a record is a paradox not lost on observers. While Brenda Biya, the president's only daughter, recently called on TikTok not to vote for a father who "makes many people suffer, including his family," the regime is betting on futurism to lock in the future.

Paul Biya's victory, running for an eighth term, is indeed in little doubt. His main opponent, Maurice Kamto, was barred from the race by the Constitutional Council, an institution whose independence is regularly questioned. Organizations like Human Rights Watch and Amnesty International have for years pointed to an authoritarian regime, attacks on fundamental freedoms, and the highly limited credibility of the electoral process.

The video ends with a lion walking in the savannah, a symbol of power, and the slogan "Grandeur and Hope." A message that, for many Cameroonians, seems as distant from their daily lives as the AI-generated images that carry it.
